Yes. But usually people have to be trained by relatives or friends that are telepathic too for the best results.
However, it isn't something that can be measured. It's sort of like for example a Deja Vu in that it is spontaneous and can happen without warning in Literally ANY situation.
Also, often people are not capable of dealing with what they experience too if they don't believe in such things to begin with.
So, if you are telepathic and other people don't believe in it you have to be very very careful around them so you don't throw them accidentally into a psychotic break.
When you experience something you don't believe it you might faint or turn very pale and have to sit down.
A Good example of this is when my son who was 10 years old saw a red sphere and a blue sphere which are around 3 feet in diameter and are sort of like Alien spherical Drones with something like Cameras within them. Standing next to my son looking at the entire wall of the living room there that was almost totally glass windows Lobsang from Darjeeling, India who was of Tibetan Lineage almost passed out when my son burst into the room while I was playing Christmas Carols and the family were singing Christmas Carols to announce they had seen a blue and a red sphere then. So, this would have been likely Christmas 1986 on the Coast near San Francisco in my in laws house for Christmas.
Though Lobsang's family was Tibetan Buddhist Lobsang was about 25 years old and pretty materialistic at the time and didn't believe in such things so he came very close to fainting having seen something he didn't believe in.
