Logically speaking, if I think about this it is a matter of control.
For example, if the bus driver passes out (from any cause) on a bus there is a chance that one of those sitting behind the driver could take over the bus.
However, if a train engineer passes out there is no way to save the people. Also, if there are any wrong green or red lights that the engineer misses or that are put there wrongly then even the engineer might not know about another train coming head on. So, there are more ways to die on a train than on a bus where no one could assume control until everyone was dead or injured.
A Train reminds me in a way of a driverless taxi. They both don't allow anyone to assume control in an emergency so people tend to die or be injured when something goes wrong on a train or in a driverless taxi anywhere on earth.
