What this means is that even the 32% to 35% who are his base believe he is to some degree or other a liar. So, even his base (except for the most gullible 8%) don't believe he is entirely truthful about anything he says in regard to Russia.
I think that is a truly Amazing Statement "Quoted from CNN News" today at as of approximate 2:30 PM pacific Time on "The Situation Room" on Thursday December 21st 2017.
