Bills Passed:
This Congress: -----------57
112th Congress-----------284
111th Congress-----------385
110th Congress-----------460
If you understand how this works financially, the less Bills passed the more likely people in the upper 10% can make more money because less laws change that affect them, their businesses and their investments.
However, conversely, poorer people tend to starve more as less Bills pass because their rights are less well protected by inaction by any Congress. So, the net effect of less Bills passing is the rich get richer and the poor get covered less and more tend to get sick and die as a direct result. This is the real problem of less Bills being passed and less people being appointed to necessary judicial positions nationwide etc.
My source for the number of Bills Passed by both Houses of Congress and signed into law by the President is CNN from The Situation Room Thursday December 19th 2013.
