In the past "hackers" were people and in a sense they are still people "usually" but they are hackers with robotic programs that can act like a human only billions of times faster through the use of Super computers and in the future through Quantum computers.
So, there is really no limit at all as to how fast hacking can occur on some levels. If someone wants to get into ANYWHERE likely if they have enough money and time and supercomputers and programmers, they will.
That's why all Internet security is really a joke and Only for the non-programming general public because it's just all really bullshit in the end.
So, if you have a nation state like Russia who is willing to put billions into hacking other countries, it is not if but when they will be able to hack literally any place accessible to the Internet.
The ONLY Places they cannot get are places not connected to the Internet in any way shape, or form.
And there are very few computers left on earth that aren't interconnected in some way.
