Why?
Because of the types of technology that the U.S., Russia and China have and have had for some time now.
Think about this for a moment.
Why did Eisenhower buy Time Space UFO travel from aliens in the early 1950s?
Why did Eisenhower build freeways all over the U.S. in the 1950s?
The answer to these two questions is that he did both in order to protect Americans from nuclear war.
He bought Time Space UFO travel for the U.S. military so nuclear wars could be prevented even after they started by retroactively changing pivotal points in time.
And
He built freeways so our military and civilians could escape nuclear blasts during warfare so more people could survive.
After studying that almost no roads at all were there left travelable to escape nuked Hiroshima and Nagasaki he thought as a 5 star general which he was in Europe during world war II. He realized no one could escape the radiation if a road was cut by too many buildings or trucks blocking it. So, freeways which were often above and also many lanes of traffic likely would still be standing in at least one or more lanes of traffic both directions no matter how many buildings or trucks were blown up and scattered to the winds. So, both freeways, time space travel and the Internet through redundant computers in every single large city from Hawaii to Alaska to New York city, Chicago to Los Angeles to San Francisco, all had the same redundant forms of information in case one or more cities were melted and gone along with most of their people.
He encouraged the formation of Darpa in 1958 which caused the Internet eventually as a part of it's redundant computers in every large city so the government could go on no matter how many cities were destroyed by nuclear weapons.
