My take on this might be (at first I was going to say "because I'm from California 'a category 5 earthquake'. But then I realized that's not what Bannon is referring to. He's referring to a Category 5 Hurricane which means Trump is Toast!
So, this is referring to the complete incompetence of the Trump White House. If this is true there are going to be many many people in jail from the Trump White House that Trump (through incompetence or not caring) put there before we are through here. Trump won't go to jail because America will protect the Office of presidency and peaceful succession of presidents by protecting him by pardoning him (Republicans like Pence would do this like President Ford pardoned Nixon.) But, almost anyone else associated with the White House might go to jail now or plead guilty (whichever comes first) during the next year or so. I think Trump is petrified not for himself but for Jarod Kushner and other close family members like Donald Trump Junior who might see jail time now.
This is at the very least "a very sticky wicket indeed!"
