Basically it's like this. If people are completely stupid about all this, then government time travelers from the United Nations are authorized to "Reformulate time". What does this mean?
It means that if a nuke goes off the time travelers from the United Nations track down who did it, kill them (or more precisely remove them from the timeline) and prevent the holocaust from happening. This is what really will happen and has happened thousands of more times already since the beginning of World War II.
