It's true within the next year or so coconut palms and other plants will grow back and if people want to they can rebuild while knowing that these new homes might blow down and people die there if they stay the next year or years into the future.
These are the choices people make to stay or go or to die or not die or be maimed or not be maimed. It's always a choice and people are going to do whatever they are going to do in the end. It's a given.
