What we see happening with Bill Barr and Republican Governors of States certifying that Biden won is simply Republican leaders in Survival mode.
Trump will be gone as president in a month or so (about 50 days to be exact) and Republican leaders know this. The electorate can believe literally any crazy thing they want to if they believe Trump but leaders who are Republicans have to also survive a transition to a Democratic President which could put them in very dicey territory as leaders if they want to keep their seats.
So, For republican leaders, Trump has been a very BAD president in the way he has treated them and not allowed them to gracefully move forward without him. Trump is the opposite of a Gentleman and more like an angry King or Despot or child who never will allow his followers to gracefully move forward when things change.
Also, Governors know that all the people dying are mostly caused by Trump's inaction in regard to coronavirus and that there will be hell to pay regarding all this once Trump is gone and they don't want to be blamed for what Trump actually is and will be blamed for: Hundreds of thousands of unnecessary deaths of Americans to coronavirus.
Trump's actual legacy will be seen by historians as killing off hundreds of thousands of Americans through coronavirus. This will be how he is seen in history Books 100 years from now. Sort of like how Herbert Hoover is blamed for the Great Depression and thousands of suicides and starvation deaths, likewise Trump will be blamed for the "GREAT CORONAVIRUS DEBACLE of hundreds of thousands of Americans dying unnecessarily!
