A rate of at least 100 cases per 100,000 is labeled as "high." Montana, Wyoming, Idaho and Alaska, as of Friday, had the highest rates over the previous seven days, with each above 450 cases per 100,000 people. The U.S. average over that span was 150.9.

I think people in California want to not be harmed by Covid like other states have been. Also, we did have times that were bad in the beginning of Covid because it first hit the west coast mostly and places like Italy and England in the western world to begin with.
Also, people are more progressive minded and more highly educated than most other states also because it is much more expensive to live in California especially along the coast. So, all these factors as well as Silicon Valley have to be factored into California's response to Covid now.
Also, we have an excellent college system and many community colleges and the UC system and the State University system that educates our populations well. So, more people like I said before tend to be well educated here than in most other states.
