This is something that happens to my laptop all the time for about the last 5 years or so

 Another device on the network is using your computer's IP address (designation) which is usually numbers like this 00.0.0.00 in other words your computer is being cloned by someone else on the network.

It will also say: "Try connecting again later. If you continue to have problems, change the IP address of this computer or the IP address of the other device. Contact the administrator if you need more information.

The problem with this is someone might be cloning your laptop or other device. I just keep on going and periodically like this notify the authorities that this has now been happening regularly for about 5 years at least. I believe notifying those who monitor the web by publishing an article about this will completely limit my liability for whatever people are doing online all over the world at remote locations.

So, if you have a blog or are on Twitter or whatever social media you are on notify the authorities because everything you write online including emails, and texts and phone calls are already monitored by governments and criminals all over the world already.

So, by notifying (anyone listening worldwide) you limit your legal liability because there isn't really much you can do to stop this because many countries don't prosecute for this.

For example, Russia, The Ukraine, China and most African And South American Countries don't prosecute people for cloning computer IP addresses worldwide. So, you aren't likely to get people from stopping doing this because they are never going to be prosecuted for cloning your device's IP number it is presently using online to identify it separately from every other device in the world. Your IP number is likely unique from most other devices on earth (or at least it is for the area of the world you live in or are visiting right now).
