The main reason is that most people on earth cannot easily think in zeros and ones.
When you learn that all computer languages were created in order to allow programmers to more easily program you begin to see all this. So, to attack other nations in JUST machine language instead of through another computer language you create complete confusion.
why?
Because people don't think in zeros and ones. So, it might take months or years to ferret out what machine language is actually doing because it isn't in a recognizable computer language. So, this is why cyber warfare only using machine language is effective in Attacking the network infrastructure of other nations. Because no matter what computer languages things are written in, all computers respond to machine language because in the end this is the ONLY language that ALL computers understand to begin with.
Like I said before computer languages were NEVER written for computers, they were written to allow human programmers to program more quickly and effectively in things more resembling human languages in which humans are more effective and comfortable negotiating.
