This doesn't mean he doesn't get mad one day and turn all of Ukraine into a nuclear bomb Crater that fills with water from a nearby sea either.
What it means is he has lost the entire Ukrainian population at this point. Anyone there at this point would be ready to assassinate him for what he has now done to Ukraine and this likely won't change at all during the next 20 years or more either.
Even if Putin holds onto places like Mariupol, Ukrainian snipers will be picking off or blowing up Russian soldiers in a form of something like the French Resistance during World War II ongoing for years into the future. Putin has permanently lost the good will of all the Ukrainian people forever.
And Putin not realizing this will cost thousands more lives of Russian Soldiers for the next 20 years or more already.
