The time (the rate of time like a clock) is only present (the kind we have) here on earth

And I think even different places on earth time can move at different rates.

And then on top of this it is the experience of the person experiencing time.

For example, it seemed like forever to me to go from about 2 or 3 years old to 12 years old.

Then time went too fast and got faster and faster the rest of my life. 

So now, at age 77 weeks seem now like days and months go back like weeks used to.

So, time is relative to where you live on earth and then time is relative to your age and what you are experiencing and whether you are happy being alive or not.

But, it's also true that the only place in the Galaxy where time moves like on earth is on Earth. It goes at different rates everywhere else.

What factors are there in this?

Possibly the turning to the galaxy (the rate of turn)

the size of the sun of your particular solar system (if there is a sun or are you in a nebula?)

The size of your planet and the rate of your planet orbiting your sun.

These are just some of the factors that create time wherever your time and space location actually is.
