Are our Airports and Airlines being hacked on a more regular basis and if so by Whom?

Almost two weeks ago last monday now my daughter was flying to Santa Barbara from North Carolina to visit us there in SB. So, I went to Santa Barbara Airport to pick her up at 1 pm in a flight coming from the East Coast through a transfer. So, I went to the airport and found out it was shut down for 2 days with people all confused there not having been told about this and then I found out it wasn't just Santa Barbara Airport shut down to all incoming or outgoing commercial Traffic but also San Luis Obispo and John Wayne Airport in Newport Beach and around 40 other Airports in the U.S. and Around the world.
 
So, if these outages at regional airports and airlines are happening so often now who is doing this?
Individuals, Nation States or What?
 
and why is the FAA being de-funded when this sort of thing is happening? Don't we care about what happens to Americans trying to fly on planes at all? Don't we care if they live or die or whether they can actually get anywhere they need to get? What about children flying unattended by a relative or Guardian?
 
What happens to them in all this? 
 
And WHY is this being hidden from the General Public like this?

United Airlines outage that caused ground stops across the U.S. is resolved

A "technology issue" that prompted a United Airlines ground stop at major airports has been resolved, the airline said Wednesday night.

United said it was working with customers to get them to their destinations following the disruption. Residual delays are expected.

“Our team is working to restore our normal operations,” the airline said.

The outage had prompted ground stops across the country, including at major airport hubs in Newark, Chicago, San Francisco and Houston.

The airline earlier said in a statement that it was facing a "technology issue," causing mainline flights to be held at their origin airports.

It was not clear what the technology issue was or what caused it.

It did not affect United's regional flights. Flights that were already in the air were allowed to continue to their destinations.

"We expect additional flight delays this evening as we work through this issue," United said in an earlier statement. "Safety is our top priority, and we'll work with our customers to get them to their destinations."

Responding to frustrated flyers who reached out on social media earlier in the evening, United said it was aware of the system issue and was working to resolve it as soon as possible.

United had the most delays of any domestic airline Wednesday, according to tracking statistics from FlightAware.com. It was not clear whether the listed number of delays included the ground-stopped flights.
