Off the top of my head it should be mostly underground (under the moon) Why? There is no atmosphere on the Moon to protect it from asteroids. Asteroids burn up here on earth but they don't when they hit the moon because there is no atmosphere. Therefore any surface Base is going to be vulnerable to asteroid (meteorites) hitting the moon because there is no atmosphere to burn them up like on earth.
