My wife has been to the Garlic festival in other years

So, she is glad she wasn't there this year. They grow a lot of garlic in this area and I think there is even garlic wine made there as well. So, this is a yearly event that has taken place in this area at least as far back as 1980 or before. The earliest I became aware of it was likely around 1980 I believe.
