So basically it means that every time the minute hand says 8 during any one hour you will get the major weather for the whole country visually for most big cities with maps of weather for the whole country before they do something else. (At least while you are watching the Weather Channel).
So basically it is every 10 minutes starting with :08, :18, :28,:38,:48, :58 every hour.
