Who caused Tollgate?

Did Governor Christie Cause Tollgate? Did his assistants cause tollgate?

Or more likely did Conservative Republicans and Liberal Democrats fearful of a Moderate Republican running and possibly winning cause Tollgate? Though two people who emailed sounded like they were causing this whole thing back in September, who actually brought it to the attention of the American people? I think because we are entering the next presidential election cycle within a few weeks it is more likely that liberal Democrats and Very conservative Republicans are behind this hitting the airwaves right now more than any other single cause.
