Does a Tesla have a mechanical Emergency Brake for Safety if all electrical systems have a catastrophic failure?

I asked this question in a previous article but didn't know the answer. I blogged

about the fact that a Tesla doesn't have mechanical gears from the steering wheel to the wheels like most cars do
So, as a safety precaution in an electrical catastrophic failure of all systems on board I realized how very important to human survival in a Tesla that having a mechanical emergency brake would be to the driver and passengers of a Tesla.

What I gather from reading all this is that the Tesla does not have a mechanical parking brake but instead either an electrical one or a hydraulic one. The problem is both can fail in a catastrophic electrical failure in the car. So, let's say the main power cable shorted out from snow or ice or water or even dust in the wrong places, you could not then slow or stop the vehicle at all. However, since the system is also designed to generate power through braking it is possible that that system might slow the car or not as well.

So, it is possible if the power failed in the car you might just be dead too. Because if the steering doesn't work when the power is not connected (because steering isn't mechanical but only through the computer) and if the parking brake (emergency brake) is either electronic or hydraulic (both of which need power to work, it is possible that you and all passengers will only be dead or very injured as the vehicle comes to an uncontrolled stop in an uncontrolled (in any way) way during a catastrophic power failure from ANY cause.

I think one is mechanical in operation and the other hydraulic. Hydraulic systems can not reliably hold pressure for long periods.
