It started raining about 3 to 5 pm today Pacific Daylight Time (we just sprang forward in time Saturday night)
And it is supposed to rain on and off the next 3 days or so.
Santa Barbara was evacuating Montecito by mandatory evacuation by 8 pm tonight Monday night because of the rains. They don't want anyone else to die on their watch like in January 2018
