I think this is quite possible and maybe even probable. However, on this timeline because of Galactic Treaties and laws it was forced by Galactic Law to not be brought back through time travel so all us humans have to deal with it.
If that's true then likely humans on time lines where Maldek didn't get nuked who have technology wouldn't live here on earth because Earth is a Galactic Park and isn't supposed to have technology on it. But, it has had whatever technologies the survivors or hybrids of Maldek and Mars have developed thus far on earth. But, it's important to realize also that this was an emergency 65 million years ago because the settlers coming to earth were all going to die if they didn't allow them to come here after the big dinosaurs were killed by an asteroid which was a piece of Maldek exploding off into space in Earth's direction.
