Here's the thing:

If an Mi-21 helicopter (see previous article) or several of them did this at Belgorod, Russia it is basically unlikely. Why?

Because this would mean that the Russian Military wasn't prepared for an actual attack on Belgorod ever. But, what is really strange about this is that this city is one of the most fortified and military cities in Southern Russia.

So, if Ukraine did this the Russian Military were completely asleep at the switch so to speak.

However, the helicopters came in low below any radar at just above the treetops at full speed. And because this is a Russian Military well fortified city it's possible that they just thought this was  Russian military  Helicopters practicing. 

But, here's the thing:

Whoever did this "Russia or Ukraine" (or even somebody else possibly) they weren't shot at that i know of and got away to wherever they were going back to.

So, the fact that they did this is unusual. But the fact that they weren't shot down after this makes me think this was a false Flag event of the Russian Military so they could advertise this on the nations TV stations saying Ukraine attacked inside of Russia so they can use Tactical nukes and destroy all cities in Ukraine that are large enough with Tactical nukes in revenge.

This is why I believe presently this is a false flag event staged by Russia in order to nuke all the big cities in Ukraine with radiation so no one can live there.

For example, they could use Neutron bombs which only kill people and animals (everything living there) but leaves the buildings intact for other people to move in after all the locals die. Then after everyone has died the radiation dissipates but doesn't destroy any buildings at all. So, a neutron bomb kills literally everything alive there including birds, all insects, maybe worms and possibly even bacteria.

This sounds just like Putin doesn't it?

This is why I believe it was a false flag event staged by Russia.
