The problem is the same thing that happened when Hitler inducted people criminally insane into the SS troops which were the elite troops. The problem with this is they tortured and raped people in totally insane ways because mostly they were not playing with a full deck to begin with (for whatever the reason).
So, if you wanted people in Ukraine to be tortured more and raped more in awful ways, this is what Putin is doing by conscripting really dangerous Russian Convicts into the army.
On the other hand, they will be much more likely to desert and spread all over the world than to actually fight because they have seen so much abuse and death as convicts often that they don't trust anyone at all and have no problem deserting the army too. So, the only way Putin could control people like this is to tell people that are convicts that if they run away they will kill their whole families in Russia.
This might happen too knowing Putin.
However, many of these men might have no living relatives or be orphans which is why they became criminals in the first place. So, this could be a real thing too.
