If I understand this correctly Parkinson's doesn't affect one's mental faculties only ones physical faculties. This would explain what happened to Biden during the debate. I'm thinking he took some parkinson's medicine but was at too high a dose which made him dysfunctional as a debater.
I think this is what is wrong with Biden that he has and early stage of Parkinson's disease. For example, Michael J. Fox has had Parkinson's for years now if you have seen him speak recently on TV or at an event. Your mental faculties aren't what is affected it is your motor control of all your muscles in your body from Parkinson's Disease.
