Because the nation sending in those missiles and drones into another nation isn't losing any soldiers when they send these things in. As a result, as long as they can afford to keep sending missiles and drones into the country of their perceived enemy there is absolutely nothing to stop them doing this.
When people are dying in the nation who is sending in the drones and missiles into another nation then there is some reason to stop but without people dying in the nation sending missiles and drones into the other nation there might be no real reason to stop killing people in the other nation with missiles and drones.
It is theoretically possible that these kinds of wars could go on for decades because of these factors without stopping during these times. And I think we will see more of this beyond Ukraine and Russia now and newly Iran and Israel.
I don't think Israel or Iran intend to stop blowing up the other nation ongoing ever until one of them is defeated.
I think we are witnessing a real change in warfare worldwide.
