I can tell you that the Galaxy is involved in the time war at this point. Their position wouldn't be one that humans would recognize though.
There position wouldn't necessarily be about preserving any government not the U.S. not Europe not Russia not China not any nation.
Their position would be about preserving cultures and their civilizations while majorly reducing the amount of people on earth this century.
So, imagine you were on the Titanic and this is Earth. Who would you save in an emergency and then the system gets all screwed up and most lower class people die in the process worldwide.
I think this is a good way to look at this.
It's all about Lifeboat theory at this point.
