There is something I call "The Galactic Time Guard" that I write about in my writings which is in charge of this.
The problem with the solar system sort of began when an agreement was snuck by the Galactic Government to not repair the time line of Maldek the planet that is now the Asteroid belt.
So, because time couldn't be repaired when factions on Maldek (now the asteroid belt) blew up the planet accidentally with nukes it couldn't by law be repaired (Time).
So, as a result of this worst calamity that the Solar System has ever seen 65 million years ago approximately. (we know it was then because a piece of the planet hit earth and killed all the larger dinosaurs then on the Yucatan Peninsula).
The nuclear winter of a piece that large hitting the earth there cause all the larger dinosaurs that couldn't hide in caves or underground or int he water to die from the cold and the lack of food growing on earth during the nuclear winter type of weather from the asteroid hitting the earth.
As a direct result of all this after humans from Maldek and Mars had to leave and come to earth or other solar systems 65 million years ago they were not allowed to own their time line.
In other words they couldn't destroy the planet earth and ever allow what happened to Maldek here.
So, ever since nuclear weapons were invented here on earth time has been altered many times to prevent cities, countries as well as the whole planet being blown up by manipulating time lines and killing those who blew up the planet.
By the way the planet has been blown up many times since World War II.
However, I'm not exactly sure what is going on right now other than the human populations of earth being reduced in order to prevent human extinction.
It's sort of like Forest Rangers culling herds of deer or elk or even Bear or Buffalo if there are too many in a national Park.
By the way, Earth has been a Galactic National park for about 100 million years so far. So, we are considered to be sort of like herds of Elk or Deer as humans living here on earth.
