If you don't know what utility aid is that has been cut now it looks like it is mostly people in colder climates to make sure they don't freeze to death during the winter. So, if you fire everyone who helps people pay their utility bills so they don't freeze in the winter time then there are going to be a lot of people that freeze to death next winter or during the summer will die from no air conditioning too nationwide.
So, older people will mostly just fade out and die after something like this whereas younger people might just move some place where they don't have to literally freeze to death in the winter or move to where they don't need air conditioners to stay alive in the summer.
