The basic reason is the melting ice caps and melting ice and snow all over the earth.
When the seas are not ice covered they cannot reflect back the heat of the sun and so they absorb it whether they are shades of blue or green depending upon where the waters are on earth. White reflects the heat of the sun and the blue-green of the ocean absorbs the heat of the sun.
So, the ocean becomes a heat battery caused by the sunlight hitting it.
Then this warmer and warmer water causes more evaporation in the form of clouds and rain and also warmer air can hold much more moisture than colder air which is why flooding is much more common worldwide too.
For example, a hurricane came up from Baja California last summer and turned into a tropical depression and trashed Palm Springs with mud and sand and no one could drive anywhere then until it was all cleaned up by heavy equipment on roads.
