Though my oldest daughter was born when we owned a couple of small businesses through Medi-Cal insurance (mostly you have to apply for it as a resident of California) eventually we became much more financially successful and I could afford at age 64 (the year before MediCare started 1800 dollars a month for full medical insurance just for me.
However, when my oldest daughter was born in 1989 we were raising 4 children (including her) who were 15, 17, and 19 years old. So, although my oldest stepson became a fireman and eventually a fire captain so he could eat (as a volunteer fireman) with the firemen and also stay there sometimes during fires too, we were able to stay afloat financially because of MediCal and the Fire Department feeding our 19 year old son while he was in college and being a volunteer fireman.
So, we went eventually from Medical (when I remarried in 1995) to my new wife insisting I have full medical insurance always when I remarried at age 47 in Yosemite National Park at the Chapel there.
My now 36 year old oldest daughter is visiting from Europe with her new baby by the way for a few months. Her husband is a lawyer in Europe now.
The point of all this is that during these very bad economic Times your physical survival might depend upon being a California Resident so you can get MediCal. However, it is true that you have to live here for one year first in order to be eligible for MediCal because that is a residency requirement for MediCal.
However, without some medical insurance now that Medicaid is iffy or non-existent in other states living as a California resident might be a matter of life and death for you.
You saw above how I was paying 1800 Dollars a month in California for full health care insurance. Surviving between age 50 when your insurance premiums start to skyrocket until you can get medical care is one of the many reasons why so many people die between ages 50 and 64 before they get on Medicare.
Understanding that your medical bills could make you bankrupt or kill you in most other states is enough to move here to California so you qualify for MediCal within 1 years time.
Medi-CAl isn't perfect either but it is much better than dying between 50 and 64 because you can't afford 1800 dollars a month or more for full medical insurance.
More and more because of Trump's incompetence as a president dying is a lot easier to do by accident or by illness than ever before in my lifetime since at least President Roosevelt who created Social Security in the first place. So, moving to California so you can be on Medi-Cal before you turn 65 and are eligible for Medicare might save your life (or the life of one of your loved ones).
