It doesn't have anything to do with U.S. laws, State laws, Federal laws or International Law.
It is the statement of a "Loose Cannon" at best and at it's worst it is something like:
"Hitler or Stalin or Mao Tse Tung would say or even Pol Pot who massacred his people"
So, whenever a leader goes beyond International, Federal or State laws he is a danger to everyone on earth when being a LOOSE CANNON like Trump presently is.
By saying this he has let the world know he is a threat to ALL GOVERNMENTS both state and local Worldwide.
