This was a statement that was made about people in France just before the French Revolution where all the Aristocracy of France was guillotined that didn't leave France before this happened to them including Louis XVI and his wife Marie Antoinette.
But, I think this is generally still true. If people don't get any food for three days they can get pretty pissed and over throw governments en masse.
If you have 10,000 or more people starving and pissed off and organized governments will start to fall all over the world from what Trump and Netanyahu are presently doing.
I think the first to get really pissed (as big nations) likely will be China and how they passive agressively handle this situation might be difficult for most of the world to fully understand.
They aren't usually overt mostly in their actions because China has always been ungovernable because it is just too big with too many people to get them all going the same direction. So, they hide from the news about 1500 insurrections where hundreds or thousands of people are secretly killed in various provinces in China and this has already gone on for about 6000 years so far.
Note: on average these 1500 insurrections inside of China happen every year at random in China! (and always have been going on for at least 6000 years already because China has always been too big to effectively govern for ANYONE.
