in a text published in a German news magazine on Sunday.
Snowden, who faces criminal charges in the US for leaking top-secret documents about the US National Security Agency's (NSA) activities, said systematic snooping was a global problem that needed global solutions.
"Such programmes are not only a threat to privacy, they threaten also freedom of expression and open societies," he wrote in the text which appeared in German in Der Spiegel magazine.
"The existence of espionage technology must not determine politics," he said, adding there was a moral duty to see that laws and values limit surveillance programmes and protect human rights.
Entitled "A manifesto for the truth", the news weekly said the former NSA contractor wrote the piece on November 1 in Moscow and it was sent to Spiegel's offices via an encrypted channel.
Media reports based on Snowden's disclosures of widespread US surveillance - including eavesdropping on nearly three dozen foreign leaders - have strained Washington's ties with key allies.
"Anyone pronouncing the truth is committing no crime," Snowden wrote.
He also said that initially some governments who, he said, had felt "unmasked" by the spying revelations had initiated "an unprecedented persecution campaign" in a bid to quash debate.
But, he said, debate was now taking place worldwide. German lawmaker Hans-Christian Stroebele, of the opposition Green party, met Snowden at a secret location in Moscow Thursday after leaked classified documents indicated that the NSA had tapped the phone of German Chancellor Angela Merkel for several years.
Stroebele told reporters in Berlin Friday that Snowden was willing to speak to the German authorities about the NSA's activities.

Mass spy programs of all countries on earth WILL end all free expression on earth eventually if they continue.
I think this is a given if you study human nature and human survival.
The problem is that it wasn't possible to spy this heavily on everyone before because you couldn't tap land line phones in the way you can cell phones. Cell phones are designed by a big brother mentality along with all computers and Ipads etc. All these things are designed (with governmental input) to be able to know literally everything you do all the time worldwide and all cell phones and smart phones are designed to not only know where you are right now but with smart phones they are designed also to know where you have been every moment of your life while that smart phone was turned on and used ongoing. So, for some of you there are literally graphs made of everywhere you have ever been since you had a smart phone now worldwide within 3 feet at all times via the GPS chip in your smartphone.
Understanding this it can only in the long run reduce all free expression of anything. Understanding this all can see we may be reaching the end of real human beings and entering a world where there will literally be no way to tell apart a biological robot(human) from a (Non-human) robot. And if this becomes true then can we call ourselves humans anymore at that point? I think the best way to begin to approximate what this might be like is to imagine the whole world being sort of like China now where information is censored to a great degree already. For example, if there are protests No main media outlet reports them. So, if anyone wants to know about anything important they have to learn about if from outside the country somehow or from bootleg haphazard reporting from YouTube anonymously or something like that. As information is reduced more and more by constant surveillance, class warfare would become more extreme and hundreds of times worse than now. The poor literally would never move upward in mobility anywhere and the rich would stay rich and to some degree become inbred and standoffish even more than they are now. This creates even more misunderstandings and class warfare in more and more violent ways until extinction of the human race might be assured. Or at least the end of all civilization might be assured with a return to the stone age of humankind (possibly like 1 or 100 times before here on earth). These are all dangers we face now and into the future from mass surveillance of the kind worldwide going on now. And the U.S. is not the worst country on earth in regard to this either. We are the most open about what we do which should at the very least make all humans of earth think about this more now and into the future.Being aware of this we can take steps so the whole human race doesn't just become biological robots all thinking the same thing at the same moment everyday with all creativity permanently gone forever? ON the one hand I cannot condone what Snowden has done because it is true he must be considered a traitor to the U.S. On the other hand he is helping the whole human race like Julian Assange to see that the present way we are going as a human race has only one eventual end: EXTINCTION There is a movie you all should see if you haven't already:

Now Imagine instead of being an alien group of robotics attacking earth it is really our present governments robotic militaries out of hand like advanced drones from all the most developed countries.
