A ziplock plastic bag works great for this. I'm going into my hot tub spa out on my redwood deck in the rain right now. So, I just put my Iphone in a ziplock bag in case I need to use it or answer the phone while outside. This also would work in the snow as long as you don't lose it in the snow if too much comes down also. IF you accidentally dropped it in the hot tub it would likely save the phone as long as you noticed when you did it also.
Also, because of the way a smartphone works you don't have to take it out of the ziplock bag to use it either. The touchscreen usually works right through the ziplock plastic bag and you can hear and transmit as well your voices (to and from) even though it might sound a little tinny through the bag.
To the best of my ability I write about my experience of the Universe Past, Present and Future
