Isle of Wight made floats help save refugees'...

  1.  I saw a video of this device on CNN. It is about 30 to 40 feet long and about 2 to 3 foot wide and it takes 4 minutes to inflate to be thrown off a ship into the water so people can survive after their boat capsizes or sinks. About 50 people can hang onto both sides of this device. It is colored orange and is inflated before being thrown off a ship to rescue drowning people en masse. It has rope loops along both sides of it so people can hang onto this in an emergency.

The main problem I see with this device is from now on the water is going to get a lot colder. So, the length of time one can survive even in the Mediterranean ocean is going to reduce as we move towards winter. So, even with this new fangled float to rescue people if the water is too cold they are going to sink from hypothermia if they have to remain in the water very long.

Also, if seas are rough people won't be able to hang onto this very well, especially mothers and children. So, I would say it's main usefulness would be next April to October and the rest of this month.
