It is exactly the same problem as using drones with Hellfire missiles to kill terrorist leaders around the world. IT will happen that many innocent people also will die as collateral damage always. It will spread (just like SWAT did) from wherever it is used (now Texas) and all around the world. The logic being that rather than lose more soldiers or police let's use a robot to kill people we cannot easily kill.
The problem being the wrong people might die. Another problem is leaders of all kinds will also use this method (among many others) of eliminating political rivals and people who don't support them around the world as well. Police who are corrupt might also use these robots against law abiding police to avoid incriminating evidence against them showing up in court worldwide.
So, robots will save lives and also always take innocent lives as well. However, we won't know which for sure because they are dead and cannot speak for themselves. How convenient for people with any motivation worldwide both good and bad?
