The reason for this is simple. If Hillary wins by a landslide then this isn't a problem. But, the closer the election actually is the easier a foreign power like Russia would have in tipping the election towards Trump through electronic means, especially in places that have no paper ballots for a recount.
So, if there are no paper ballots for an actual recount, in those states numbers can be falsified as to who voted for who.
This is the real problem now. In addition to this Voter suppression is in full swing in southern more Republican states especially. Also, intimidation of voters trying to vote by Republicans is also a problem in many states.
So, the closer this election is the less likely ANY outcome will be accepted by enough people to validate this election.
So, I hope for a landslide for Hillary so this doesn't become a real problem even more than it already is.
