This basically means "If you are open to it God will reveal Himself (Herself) (It's) being to you in any moment on any day or night at any time.
And if progressive revelation happens to you your life forever changes.
Does that mean you start a new religion?
Sometimes.
But, in my case God revealed to me that helping everyone that wants to to start their own personal religions is much more useful.
Look at the world today.
Can you honestly tell me that (God Fearing) people each in their own religion won't all kill anyone not in their religion with nukes?
Because of this can't you see how counterproductive starting a new religion that might kill others of a different religion is?
So, to me, progressive revelation also means to be practical enough to see the end results of starting a new religion could be "The end of all Life on earth!"
God is nothing if he is not also ultimately practical in the beginning, the middle and the end.
