Trump's words often incite Violence in a few of his less stable supporters. So, if one of the Democratic Congresswomen winds up shot or blown up you can directly blame Trump's rhetoric for this.
I'm not sure a president can be prosecuted for causing a murder by his words but I think in if this happens the laws need to change to prosecute a president for murder. It should at least be considered Manslaughter by a president for advocating harm to these four Congresswomen.
