It's just a part of the spirit of people who made it here from all over the world which is a very entrepreneurial spirit. So, it's how people learned to survive here at first with nothing in the early days of California and those who survived by asking "Why Not?" became the basis of civilization here always.
So, Californians tend to be likely the most successfully experimental people on earth as a group because of their history which engenders this kind of thinking.
Other countries might say: "You can't do that!" But, Californians instead would say: "IF you survive doing that you might be able to market it!" which is an entirely different attitude than: "You Can't do that!"
Also, we tend to be very positive and upbeat like those who first colonized California all along from all over the world. Those who survived everything had to be positive or they wouldn't have survived here to begin with. So, if you survive here long enough, eventually you join this "CAN DO" attitude of Californians.
However, the ones who have survived here aren't completely ridiculous about this all either. If you aren't really pragmatic taking risks in new ventures you are going to lose and lose big including maybe your life. So, a part of the California attitude is also taking risks that you have a good chance of succeeding at to begin with.
And no one does this like Californians tend to.
Being a Californian is not about dying taking risks even though some do. It's about taking risks that you might succeed at instead to catapult your life forward in successful ways.
