My answer to this would be to help prepare people for this eventuality. If we are realistic here and not living in some Disney fantasy one can easily see that we cannot keep increasing the population up and up like we have been since around 1800 without eventually causing the extinction of either all life on the planet (or at least all life as we presently know it to be on the planet). In other words (at the very least) all mammals on earth including humans would go extinct if we continue to increase populations like we have since around 1800 on earth.
So, since the Galaxy considers earth to be a Galactic Park the Park Rangers are thinning out the species that are overpopulated this century. This is how I look at it. You might have a different point of view.
I was shown this just after 9-11-01 when the world trade centers collapsed then. So, I've had some time to process all this since then.
