Then the problem becomes: "Which rich nations can afford to do this and what will those changes do to poorer nations? Because the scientifically induced changes that might make weather better in a rich nation could also create incredible disasters and losses of life through flooding, droughts and starvation in a nation down wind of the rich nation changing the weather.
Yes. The weather can be changed. In fact "Global Dimming is affecting most cities worldwide at a rate of between 4% and 20% depending upon where you are on earth. However, this is caused mostly by smoke in the air from burning coal and wood and hydrocarbons like from running cars and trucks and trains and jets across the sky.
So, Global Dimming from burning hydrocarbons is already changing the weather a lot already worldwide.
But then, you have to add to this the changes from the polar ice caps melting which turns oceans blue and green which causes the oceans to store more heat in them sort of like a giant heat battery encircling the globe. This then changes the weather by warming the air which causes the air to hold onto water vapor longer and warmer air can hold a higher concentration of moisture than colder air as well. So, this in turn changes weather patterns worldwide making flooding more common new places and droughts also happening in new places as these changes progress over time as the water and air grow warmer which creates also stronger and stronger winds because heat creates wind more too. Because as air rises faster and faster because of increasing heat this creates faster and faster winds worldwide too.
