Anyone looking at Biden speaking lately knows something is seriously wrong!

 It Reminds me a lot of McConnell minority leader in the Senate when he freezes up and doesn't speak for 5 minutes at a time at the podium. Only Biden is 1/2 frozen up most of the time so I think he has had some kind of minor stroke. This is the likely result of a minor stroke which makes him like this all the time. This doesn't mean he isn't sharp underneath all this what it means is he cannot properly express himself verbally at this point in his career. He is "Over the Hill" Physically and everyone who has observed a relative like this knows that someone doing "Any Job" who is like this must retire or cause problems for the people around them. It's a given.
