The money people who own buildings use to maintain them dries up under rent control so maintenance of those buildings basically starts to go away when you have rent control. That money doesn't come out of thin air and often at least 50% or more of Rents are used to maintain those buildings on every level. So, when you apply rent control to buildings maintenance begins to end until those rents are allowed to move up just through normal market forces.
So, rent control really doesn't solve anything at all but make Apartments not being maintained as well or at all. The landlord cannot afford to fix renters problems regarding maintenance once rent controls are applied. OF course this is a sliding scale and as time goes on with rent control this problem will naturally get worse and worse and worse.
