I think so because it is the basis of the original Internet Worldwide. It's true you can learn Java and all the other types of variable languages but I think you are better served going back to basics to begin your programming experience into how to program web pages worldwide.
However, another way is how I'm composing this right now is using Auto-encoders here at Blogger.com or Blogspot.com as you wish.
So, even though it does take usually up to 90% or more longer to program in HTML than using an auto-encoder you will have a more thorough understanding of what is actually happening here at at least the web page level.
Then if you want to know more you should study TCP-IP which is Transfer Control Protocol- Internet protocol. IF you think about for example, C-3PO in STAR WARS he is a protocol language droid. So, in some ways he is like TCP-IP in addition to being the basis of about 80,000 languages used by people and droids in the known universe then. So, as a protocol droid he is like TCP-IP which allows many different kinds of technologies and devices to communicate in various countries worldwide AND he also would know HTML and all the other compatible web languages that came after HTML was first invented in 1990:
