The main question would be what is this base for? Is it for defensive or offensive purposes? The second question would be: Are the person or persons in charge of this base friendly or unfriendly to the rest of the world outside of China? Only if all these questions can be usefully answered can one be sure of anything in regard to this new nuclear submarine base. The fact that it was kept secret until discovered by groups outside of China I would have to say is ominous at the very least.
