I was trying just to turn off my wife's phone off for flying home from Portland Airport but found we could only put it in Airplane mode but not turn it off.

I finally found the following thing a few days later:

Help me please. i was on firmware:
I9300XXBLFB_I9300OXABLFB_I9300XXLFB

i was having problems with wifi so i did factory reset and flashed the stock rom:
GT-I9300_BTU_I9300XXALE8_I9300OXAALE8_I9300XXLE8.tar

i go through the setup phase and i theres an update so i update the phone to
GT-I9300_BTU_I9300XXALF2_I9300OXAALF2_I9300XXLF2
all good.

when i hold the power button down and click turn off, the phone turns off but then it automatically starts up again. this is doing my head in. i flashed the phone 3 times back to stock ROM but still when the phone turns off it auto turns on again. please help

One factory reset .
Two wipe cache and dalvik cache and install stock rom .

OR
....................................
Clean Slate for those that balls up the firmware .Or need to return to service or decide if its hardware/firmware problem .

Backup data first if phone is working .
Boot CWM recovery install root and cwm if needed
Mounts and Storage
Format cache data system sd card .
Remove battery


Boot to download mode
Open Odin

Install correct stock firmware .

So, basically unless you are a tech if you can't shut off your phone at the airport after boarding your plane, basically you might have to take the battery out to shut it off to make it stay off. Most of the time this isn't a problem for my wife or I but it does seem like a design flaw that you cannot turn your phone off and have it stay off without removing the battery.
