Keystone Bill?

I'm really wondering about a bill to build something that likely will only benefit other countries outside the U.S. while ecologically harming all states this pipeline goes through. Just look at what a pipeline did to the ecology of Alaska where the pipeline went through over time.

Also, because the price of gas through oil will likely keep on coming down to zero the next couple of years because of a pricing war mostly by Saudi Arabia to eliminate drillers and shale gatherers from the mix for now, the pipeline faces an oil glut of extreme proportions. So, who will actually pay for this pipeline because it won't be drillers and it won't be oil refiners because of present oil pricing going to Zero according to Hedge fund researchers? And if it comes from Tax  payers it will be out of their pockets not the oil companies so they will be paying to destroy their own ecologies of their own states?
